Chapter 1 (Purpose)

The purpose of these bylaws is to stipulate the matters delegated by the "Kyungpook National University Library Regulations" and necessary matters for its operation.

Chapter 2 (Management of Donated Materials)

Donated materials under Article 13 Paragraph 2 of the Regulations shall be managed as follows:[Regulation 2017.4.24]
General materials: Managed according to the criteria for general materials in the materials room for each subject
Valuable or antique books: Managed according to the criteria for valuable or antique books in the antique books room

Chapter 3 (Courtesy Extended to the Donor)

①Donated materials under Article 13 Paragraph 2 of the Regulations shall be managed as follows: [Regulation 2017.4.24]
  1. Specify the donor's name and the date of donation on the title page of all donated and registered materials.
②Examples of donors who have donated more than 1,000 books or more than 100 valuable or antique books are as follows [Regulation 2017.4.24]
  1. Information shall be disclosed on the “Cyber Collection” section of the library website.
  2. [Appendix 1] Certificate of appreciation (or plaque of appreciation) and souvenirs
  3. Grant special library membership status (priority member)
③Examples of donors who have donated less than 1,000 books or less than 100 valuable or antique books are as follows [Regulation 2017.4.24]
  1. Send a receipt of donated materials from the individual or organization.
  2. A certificate of appreciation (or plaque of appreciation) of may be awarded to donors of valuable or multiple materials.
Notwithstanding the provisions of Paragraph 1, the Director may honor each donor differently by evaluating the value of the donated material.

Chapter 3-2 (Scope and criteria for materials registration)

In principle, materials purchased with the budget and research funds available at each institution within the university, such as departments, shall be registered with the institution. However, to register the material at library, the materials shall be treated as a donation and kept in the library. [Newly created 2018.9.27]

Chapter 4 (Criteria, scope, and processing of the disposal and transfer of materials)

①The criteria for disposing of library materials in accordance with Article 16 Paragraph 2 of these regulations are as follows. [Regulation 2017.4.24. 2018.9.27]
Materials that were published more than 20 years ago (only if there is a copy), its content does not match the reality, and its utility has been lost. However, the Director shall determine each subject area separately.
Among reference materials, materials that are less up-to-date and unrealistic, such as liberal arts books, travel materials, transportation materials, and rulebooks that are more than 10 years old
Among serial publication materials, materials such as liberal arts magazines that have passed more than 5 years and newsletters updated every year
Unused copies of general materials older than 15 years
Materials that are no longer available due to damage or severe damage or soiling
Data lost due to force majeure disasters, accidents, or other similar circumstances
Other materials deemed necessary by the head of the library (hereinafter referred to as “Director”)
Notwithstanding Subparagraphs 1 through 4, materials worth preserving shall be excluded
②The scope of disposing materials owned by the library pursuant to Article 16, Paragraph 2 of these regulations shall not exceed 7/100 of the entire collection of the library per year. However, this is not the case in Paragraph 1 Item 6. [Regulation 2017.4.24. 2018.9.27]
③The criteria for disposing of library materials in accordance with Article 16 Paragraph 2 of these regulations are as follows.
However, the Director may change the criteria if he deems it necessary. [Regulation 2017.4.24.]
The person in charge of disposal of the collection should prepare a list of materials to be discarded and submit a copy of the list and one file each to the person in charge of the library department and the computerized support team.
Discarded materials are managed by a separate library and deleted from the library bibliography database. [Regulation 2018.9.27.]
Discarded materials are reflected in the library collection statistics, and the registration number of the relevant materials is not reused for the efficient management of the library.
The disposal list shall be kept permanently unless unavoidable reasons such as natural disasters, force majeure disasters and accidents, or other similar situations occur. [Regulation 2017.4.24.]
④Pursuant to Article 16 Paragraph 2 of these regulations, books owned by each institution within the university, such as departments, may be discarded by the head of said institution. However, for books registered in the library, the disposal list must be submitted to the library upon disposal. [Newly created 2018.9.27.]
⑤Materials purchased with the budget and research funds of each institution within the university, such as departments, and registered in the library, can be transferred after confirming the existence of the materials in the library. [Newly created 2018.11.21.]
⑥Pursuant to Article 3-2, materials purchased with the budget and research funds of each institution on campus such as departments and registered with the institution will be processed in accordance with the donation materials when requested to be transferred to the library. [Newly created 2018.11.21.]
⑦Valuable books or antique books managed by the library cannot be transferred to other institutions. [Newly created 2018.11.21.]

Chapter 5 (Qualifications of other persons approved by the Director)

①Others approved by the Director pursuant to Article 18 Paragraph 6 of these regulations shall be classified as follows: [Regulation 2017.4.24.]

Contributors to the Library Development Fund [Newly created 2017.4.24.]
Persons belonging to an organization that has signed a memorandum of understanding (MOU) or agreement with the library [Newly created 2020.2.23.]
②Students on leave of absence may use the library, such as borrowing materials and using the reading room.
③In the case of graduates (alumni), they can access/copy materials, and use the reading room until within 3 years of graduation (no access to loaning services). However, those who have paid a membership fee (KRW 50,000 for 3 years after graduation and KRW 50,000 every year after 3 years) and registered as alumni members can use the library (access to loaning services). [Regulation 2016.4.29 , 2017.4.24]
④Students who have completed graduate school programs can access/copy materials, use the reading room, etc. until within 2 years after graduation (no access to loaning services). However, only those who have registered as “completed students” can use the library, including borrowing materials. [Regulation 2017.4.24]
⑤During the registration period, trainees can use the library, such as borrowing materials and using the reading room. [Regulation 2017.4.24]
⑥Local employees can use the library, such as borrowing materials and using the reading room, during their tenure. [Regulation 2017.4.24]
⑦Local members over the age of 18 are only allowed to read the materials on a limited basis after approval from the Director. However, those who register as a general member after paying the annual fee of KRW 100,000 can borrow materials and use the reading room. In addition, those who register as special members after paying the annual fee of KRW 200,000 can use the U-Lounge and the study room for local members in Cretec Zone in addition to the general member service. ⑧Donors who have contributed KRW 5 million or more to the Library Development Fund shall be granted priority membership. Donors with less than KRW 5 million in contributions can borrow materials and use the library, such as using the reading room on par with alumni members or general library members. [Regulation 2017.4.24]
⑨Notwithstanding the provisions of Paragraphs 2 to 8, access to the reading room may be restricted if it may cause any inconvenience to members such as current students at the university. [Newly created 2017.4.24.]

Chapter 5-2 (Annual Fee Refund)

①Membership fees may be refunded for the following reasons:
  1. In the event that the library cannot be used normally for more than 6 months due to circumstances
  2. When a user who has paid the annual fee and registered as a member cannot use it due to moving or employment outside of Daegu (including the Gyeongsan area) . [Regulation 2020.7.23]
  3. When a user who has paid the annual fee and registered as a member is unable to use the service for more than 6 months due to illness or accident [Regulation 2020.7.23]
    1. ②In the event a refund is required pursuant to any of the subparagraphs of Paragraph 1, the annual fee shall be refunded within 14 days from the date of request for refund in accordance with the following return standards after filling out and submitting an request for refund of the annual fee.
      1. When the period of use is less than 3 months: 2/3 of the annual fee is refunded
      2. When the period of use is less than 6 months: 1/3 of the annual fee is refunded
      3. When the period of use is more than 6 months: No refunds

Chapter 6 (Maximum number and Period of books loaned by other persons approved by the Director)

The maximum number and period of loan books approved by the Director pursuant to Article 21 of these regulations are as follows:
  • Sstudent on leave of absence : 5 books 14 days
  • Alumni member : 5 books 14 days [Regulation 2017.4.24.]
  • Graduate : 20 books 30 days
  • Trainees : 5 books 14 days
  • Local staff : 5 books 14 days
  • General Membership : 5 books 14 days
  • Preferred member : 10 books 30 days [Regulation 2017.4.24.]
  • Special member : 10 books 14 days [Regulation 2020.7.23.]
  • Persons belonging to an organization that has signed a Memorandum of Understanding (MOU) or agreement with the library: Comply with the mutual agreement [newly created 2020.7.23.]

Chapter 7 (Suspension of Loans and Volunteer Service Period)

Pursuant to Article 29 Paragraph 2 of these regulations, the loan suspension and volunteer service period for persons who fail to return materials within the due date shall follow each of the following subparagraphs: [Regulation 2020.4.24.]
  • The loan suspension period be calculated as the “number of overdue books × number of overdue days.”
  • Volunteer service period shall be calculated as the “number of overdue books x number of overdue days x 10 minutes.”

Chapter 8 (Composition and Function of the Materials Disposal Committee)

①The Director shall organize and operate the Materials Disposal Committee (hereinafter referred to as the “Committee”) pursuant to Article 37 Paragraph 2 of these regulations for the efficient destruction and expulsion of materials. [Regulation 2017.4.24.] ②The committee shall feature no more than 14 members, including the Chairperson. The Director shall serve as the Chairperson, and the members shall be as follows: [Regulation 2017.4.24.]
  1. Ex officio members: Director, head of the institution owning the materials to be disposed of [Regulation 2017.4.24.]
  2. Appointed members: 7 persons appointed by the Chairperson from among those who have extensive expertise and experience in each subject
③The Chairperson shall also appoint a secretary. ④The term in office of the members pursuant to Paragraph 2 Item 2 shall be one year. Members may serve consecutive terms. ⑤The committee shall deliberate and vote on the following matters:
  1. Matters regarding materials disposal policy
  2. Matters concerning the selection of materials subject to disposal
  3. Other matters that the Director deems necessary for materials disposal
⑥The committee decides with the attendance of a majority of the enrolled members and the consent of a majority of the members present. ⑦The Chairperson shall convene and preside over the meeting.

Chapter 9 (Guideline ,etc.)

Details not specified in these bylaws may be separately determined by the Director.
Additional Rules
  • These bylaws shall take effect one month after its promulgation.
  • Concurrent to the enforcement of these bylaws, the "Kyungpook National University Library Bylaws for Management and Operation of Donated Materials by Professors (Regulation No. 349)", "Guidelines for the Handling of Non-Payable Materials from Kyungpook National University Library (Regulation No. 360)" and "Kyungpook National University Library Materials Disposal and Expulsion Management Bylaws (Rule No. 360)" (Rule 397)” shall be abolished.
Additional Rules (Regulations No. 2027)
These bylaws shall come into effect from the date of promulgation.
